The topic of what is a CCSDS member has come up recently.  There are some specific sections of the CCSDS Procedure that address this.  See CCSDS a02x1y4 in the following sections:

5.2.6.4 Participation

Working Group participation is generally limited to WG members; however, occasional participation by ad-hoc technical experts may take place. Working group members must be affiliated with member or observer agencies, or liaison or associate organizations. Any WG participant who does not meet these criteria must be endorsed by an authorized representative from a member or observer agency.

The process is that a person makes a request and their member agency of other affiliated organization authorizes it.  This process is handled by the Secretariat.

The specific additions that were proposed were to deal with access to the mailing lists, with the assertion being that anyone who was permitted to attend a working meeting (see above) would be permitted access to the working group mailing lists.

The wording proposed for xyz-wg-info type lists was that they would be "broadly open to the public, but these shall not be used for normal Working Group operation".  In normal usage this would mean that anyone, from anywhere, could sign up for an "info" style mailing list.  Therefore it is up to the WG members who post to that list to police what they make available to the broad public.

So, to answer your questions:


1)       That Iranian guy cannot be a WG member unless some member agency is willing to endorse him

2)       That Iranian guy can sign himself up for the "info" list

I generally agree to the amended text proposed by Peter, but I have two open points:

1) How one becomes a WG member? Do they have to be nominated by member agencies? Can observer/liaisons agencies have WG members? What is the process for nomination?

2) Also, who decides who gets included in the WG-info distribution list? Based on what? I think here the CCSDS can should be fully open. My proposal is that anyone who requests it to the WG chair becomes member of the WG-info distribution list.

I have read again the YB and I do not think the points above are clear.

Coming to the specific case that triggered the discussion, can the Iranian guy:
- be WG member?
- be in the WG-info distribution list?

As noted in my email of 25 Oct to the CESG, copied below, the current version of the CCSDS Org & Proc Doc (CCSDS a02x1y4c2) already does a rather complete job of identifying the rules for participation in working groups and other working parts of CCSDS organizations.  And the request for CWE login on the web site is also quite clear that some sort of review and approval, at least by AD or WG chair is required.  This does not explicitly include mention of Agency Sponsorship, and it probably should since sec 5.2.6.4 requires it (see below).

Aside from fixing the website, I think that all we need to do in order to tidy up this issue is to propose a couple of minor clarifying changes to a02x1y4c2, as follows:

Pg 5-2, Sec 5.1.5.4

The Secretariat shall maintain an e-mail list server and provide moderated announcement and discussion e-mail lists for all CCSDS organizational units, including WGs and BOFs. A Web interface shall be provided for access to list archives.

organizational units. The Secretariat monitors, filters, and virus-scans all e-mail sent to CCSDS e-mail lists to remove SPAM and messages that contain viruses.

Working Groups may, at their discretion, request creation of "WG-info" mailing lists for outreach that is broadly open to the public, but these shall not be used for normal Working Group operation.

Working Group participants should access the CCSDS online Collaborative Work Environment (CWE) on the web site (http://www.ccsds.org)<http://www.ccsds.org)/> to request a login credential.  This will be used to access CWE private working group areas and also to register for working meeting attendance.  CWE credentials must be approved by a sponsoring agency or the Secretariat.

Tom, Brian and Dave discussed some portions of the text and agreed to change it slightly as follows:

“Working Group participants should register with the CCSDS online Collaborative Work Environment (CWE) via the "Request Login" link (http://cwe.ccsds.org/ReqLogin.aspx).  Approved registration enables access to CWE private working group areas and is required for working group meeting attendance.  CWE registrants must be approved by a sponsoring agency or the Secretariat.”

Not a significant change, but as Tom noted, this language intentionally uses “Register” and “Approved registration” to maintain consistency with the text of the procedures manual.

This is obviously open for discussion and we need to also review with and get approval from the CESG and the CMC.
