[CESG] SIS request to submit the VOICE book for CMC Poll to Release for Agency Review

The SIS VOICE working group has resolved all of the CESG RIDS against the Voice and Audio Communications book and the SIS area resolves (SIS-R-2016-09-001) to request that the book be sent to the CMC for approval to release it for Agency Review.
