Dear All,
        here below the initial SLS Comments to IOAG/MOSSG Draft Catalog 3.
Some more comments could arrive later.

1) GENERAL: Is the presentation of services in form of concise tables 
enough to avoid misunderstanding and to act as clear requirements from 
IOAG to CCSDS? Initial impression is NO.
2) The reference to Space Data Link Protocols (and some lower layer 
standards) looks limited or questionable.
3) The reference to Packets is limited to Space Packets. Encapsulation 
Packet is ignored.
4) The reference to CCSDS seems to identify all CCSDS with MOIMS )or even 
to a single WG in MOIMSD). This is of course incorrect (even if MOIMS is 
the main - but not unique - addressee of this Catalog) and may drive to 
some wrong conclusions by the IOAG WG.
5) How consolidated are the IOAG Priorities mentioned in the document? To 
which availability date do they point?
6) The way the AOS Bitstream service is described looks questionable.
7) Does Catalog 3 need no extra service for files more than the 
terrestrial file xfer?
8) It looks that Catalog 3 is ignoring the terrestrial file xfer already 
required by IOAG and under development in CSCSD?
