[CESG] Interoperability testing over the cloud: Updated DRAFT Yellow Book

I finally have a moment to take a look - a quick question:  Figure 9 in relation to test case 3, indicates a window showing a command received via SLE instance in the cloud - but the window highlighted has text like "Send Err:Invalid MsgId..."   There does not appear to be any explanation as to why this is considered a success.  Can you provide any insight on this?

Dear CESG member,

Please find attached the draft yellow book prepared by SEA/SEC and SLS/SDLS WG to report on the interoperability testing over the cloud performed in the frame of the SDLS recommendations validation. This report proposes recommended practices/procedures to perform that type of testing. I would like, if possible, to briefly discuss the way forward for this book at our Monday meeting.

Attached are the updates based on feedback from the group at the meeting.

I didn't update the front matter (title page, etc.) because I don't know what those are supposed to look like per se. The content was updated with reference to NIST and if cloud is even possible, then see below steps. I fixed the VNC reference as well.
