[CESG] SIS Resolution to publish Motion Imagery Applications Blue Book, version 2

On the recommendation of the SIS-MIA working group, after they reviewed all comments from the Agency Review, the SIS Area Resolves (SIS-R-2016-06-002) to submit the attached version 2 Blue book for final editing and CESG Poll to request CMC vote for publication.

The attached interoperability test report updates that previously submitted with version 1 of the blue book.  In particular, section 6.6 addresses the testing for the newly-added Motion JPEG2000 capabilities.
