[CESG] SIS Resolution to submit SIS-VOICE Book for CESG Poll to release for Agency Review

This SIS Area, on the recommendation of the SIS-VOICE WG, resolves (SIS-R-2016-06-001) to submit the attached Voice and Audio Communications Draft Red Book for final formatting and CESG poll to release for agency review.
