[CESG] SEA Resolution to request CESG review of SANA Yellow Book and associated documents to re-engineer SANA Enterprise Registries

Dear CCSDS CESG Colleagues and Secretariat,

Please find below the SEA resolution concerning the Space Assigned Numbers Authority (SANA) Yellow Book, CCSDS 313x0y1, and the companion Spacecraft Identifiers – Code Assignment Control Procedures.   The SANA is an SEA document, the SCID is a CMC document that the Secretatirat has managed for many years.

A third document that is related to this re-engineering effort is the Standard Formatted Data Units – Control Authority Procedures, CCSDS 630x0b1.  The edited draft of this showing the proposed set of mods is attached for your information.  This proposed draft document, along with related background materials, has already been sent to the MOIMS DAI WG chair, with a request to review and approve the changes.

Note that even if this change to the MACAO / SFDU registry is rejected by the DAI WG this re-engineering effort can proceed.  The path forward at that point would be to create a parallel organization and person registry that has all of the required properties.  This would not be the best outcome, but it is entirely viable.

The following Resolution requests that a CESG Poll be created to review and approve the two documents that are directly within SEA and CMC purview.

An overview presentation is attached to provide context.

Note that there is a related, but separate, Registry Management Policy YB document that is also in preparation.  The current SANA YB describes the SANA operations and operational policies.  The draft Registry Management Policy YB specifically addresses an overall information model for the SANA registries, describes in a uniform way all of the key databases and their relationships, and provides processes for the creation, management, and extension of the set of Enterprise and Global registries that the SANA holds.  This will be proposed for a separate review.

SEA-R-2015-07-002  Request for CESG Review of the SANA re-engineering documents

The System Engineering Area,

CONSIDERING that:

The SANA Steering Group (SSG) has analyzed the set of registries in the SANA, and the related procedures, and identified a number of issues:

  1.  Overlapping organization and person registry definitions
  2.  No requirements for WG to re-use or extend existing registries where that is possible
  3.  Poorly specified registry structures (in some cases)
  4.  Lack of unique identifiers for registered objects

AND that:

The SSG has produced a draft SANA Yellow Book (CCSDS 313x0y) that remedies these issues; by specifically:

  1.  Adding references to key Enterprise Registries for Organizations, Persons, and Object Identifiers;
  2.  Providing an explicit procedure for WG to follow in creating new registries that includes evlauation of existing ones;
  3.  Providing a process for WG to propose additions or extensions rather than creating new, unique, registries;
  4.  Adding a description of an Expert Group, such as the XML Expert Group, for where registries require such management; and
  5.  Adding a specific requirement for on-line, programmatic, accessibility to SANA registries using HTTP/REST.

AND that:

The SSG has produced a draft Spacecraft Identifier Blue Book (CCSDS 320x0b) that aligns the SCID book with the SANA YB revisions by:

     *   Clarifying relationships among Agencies, Head of Delegation (HoD), and Agency Representative (AR) who can request or relinquish SCID;
     *   Directly referencing the Agency, HoD, and Person registries that were defined by the MACAO BB;
     *   Adding a reference to the OID registry and requiring OID assignment at the time of SCID request;
     *   Describing the OID and identifying it as a unqiue, persistent, identifier for every registered spacecraft;
     *   Adding optional fields in the database for spacecraft abbreviated names and aliases; and
     *   Providing an explicit set of field definitions for the SANA Spacecraft database, including current and new field definitions.

AND that:

The SSG has produced a draft Standard Formatted Data Unit – Control Authority Procedures, CCSDS 630x0b1, that has been sent to the DAI WG for review and approval and that aligns the CAO book with the SANA YB revisions by:

  1.  Clarifying relationships among Agencies, Head of Delegation (HoD), and the MACAO Control Authorities;
  2.  Identiying the primary MACAO Control Authority Agent (CA Agent) as the SANA instead of the WDC-A;
  3.  Identifying all of the MACAO persons as Agency Representative (AR) who can manage and modify MACAO registries;
  4.  Directly referencing the Agency, HoD, and Person registries that are defined by the MACAO BB and updated by the SCID BB;
  5.  Adding a reference to the OID registry and requiring OID assignments for Agencies, Persons, and MACAO sites;
  6.  Describing the OID and identifying it as a unqiue, persistent, identifier for every MACAO element that requires a unique Handle; and
  7.  Providing an explicit set of field definitions for the MACAO Agency, Person, and MACAO databases, including current and new field definitions.

AND RECOGNISING that:

The CCSDS Policies for publishing documents requires a CESG Poll and CMC approval for Yellow Books that are normative on CCSDS (Sec 6.1.6) and for Blue Books (Sec 6.2.2).

RESOLVES to request:

That the Secretariat create the necessary polls for the CESG, and then the CMC, to review, approve, and publish the two revised documents, CCSDS 313x0y and CCSDS 320x0b.

And NOTES that the proposed updates to the Blue Book, CCSDS 630x0b, will be processed separately by the DAI WG.
