[CESG] SIS resolution to request CMC Poll to allocate resources for Contact Graph Routing for CCSDS

Below is text modified from some I put together for a resolution.
The SIS Area would like to transition the project 'Contact Graph Routing for CCSDS' from 'Pending' to 'Active'. The SIS Area believes that the Contact Graph Routing task can be accomplished with NO ADDITIONAL agency resources beyond those that have been provided in the past for the production of the LTP and BP specifications. [The LTP and BP work is winding down, and we expect the documents to be published by the middle of calendar year 2015.]
The Contact Graph Routing specification will define the decision process for bundle forwarding, given a set of link contacts (which imply a topology) and a set of bundles (sources, destinations, injection times). The rationale for standardizing contact graph routing is that the decision processed by different DTN Nodes (Routers) need to be consistent so that bundles do not loop (and then die).

Descriptions of the CGR forwarding mechanism exists. One implementation (ION) is 90% complete; a second implementation (preferably in the context of DTN2) needs to be developed.
