[CESG] SIS resolution to request CMC Poll to allocate resources for Bundle Security Protocol for CCSDS

Below is text modified from some I put together for a resolution.

The SIS Area would like to transition the project 'Bundle Security Protocol for CCSDS' from 'Pending' to 'Active'.  The SIS Area believes that the Bundle Security Protocol task can be accomplished with NO ADDITIONAL agency resources beyond those that have been provided in the past for the production of the LTP and BP specifications.  [The LTP and BP work is winding down, and we expect the documents to be published by the middle of calendar year 2015.]

The Bundle Security Protocol will define a protocol, akin to IPSec for the Internet, to provide end-to-end security mechanisms for the Bundle Protocol for CCSDS.  This work does NOT include key management (which, for the moment, will be achieved via management) but only the mechanisms for implementing security (integrity, authentication, and confidentiality).
