[CESG] New Start date in the CWE Resource matrix

I have seen an issue in the Project and Resource matrix views.

e.g.

a Project is shown behind schedule in the Project View
MO Service: Mission Data Product Distribution   2.04 Spacecraft Monitoring 
and Control Working Group Blue  Behind Schedule First draft circulated to 
WG 

but in the Resource matrix view the same project has an start date 
1.1.2017

MO Service: Mission Data Product Distribution  2.04 Spacecraft Monitoring 
and Control Working Group 2.04 MOIMS-SC Blue  Approved 1/1/2017 12/30/1899 


However the Publication date is set in 1899

Can you help my understanding ?

What is the most important date "the start date" or the "publication date 
"

and why is the Project shown behind schedule if not started yet ?
