[CESG] Revised Consensus options and related issue with revisions to CCSDS A02.1-Y-3.4

We have a currently a problem with the YB.

The decision to launch the poll in parallel was not a good one. CESG 
agreed on a version, which was then updated by the CMC.

ADs are now putting conditions on the CMC included text. The YB, at the 
end of the day, is owned by the CMC. Some conditions from the ADs might be 
not accepted by the CMC

I suggest that we leave the poll close and we then discuss it with the 
CMC. 

I also suggest to discuss consensus in ou rnext CESG physical meeting.
