[CESG] Red-2 version of BP-for-CCSDS book submitted to secretariat for formatting and Agency Review

CESG members,

I sent the Red-2 draft of the BP-for-CCSDS book to the secretariat for formatting and Agency Review.  This draft includes all the changes from the Red-1 RIDs we discussed and agreed to over the past few meetings.
