[CESG] SIS Resolution to disband the IP-over-CCSDS working group

The SIS area issues the following resolution:

SIS-R-2012-10-002: The SIS area, recognizing that the 'IP Over CCSDS Space Links' working group (wg 6.06) has completed its work and published its Blue Book, resolves to disband the 'IP Over CCSDS Space Links' working group.
