[CESG] RE: SIS Resolutions from Fall 2012 Meetings

A slight update - the resolution to submit the book for agency review should probably come from the SIS area, not the WG:

The SIS Area, recognizing that the SIS-CFDP-over-Encapsulation Working Group has successfully dispositioned and closed all of the PIDS against the CFDP-over-Encapsulation book resulting from the initial CESG poll, resolves to submit the book for Agency review.
