Thanks for bringing this up…I wanted to discuss this further at the CESG meeting, but time did not permit.
The process in Mailman is automated, because the admin/WG chair receives an automated e-mail when a new user is added to the mailing list.
Human error (which Tech Support takes responsibility for) occurred when the person in question (who we have never been told who it was) received a CWE login.
The process currently is & will be the following going forward:
New Users Ask for Login
1. New user requests login.
2. Tech Support confirms for which WG(s) they are participating in.
3. Tech Support then gets confirmation from either the AD or WG chair.
AD or WG Chair Request
1. AD or WG chair requests login for new user.
2. Tech Support Creates Login and replies to e-mail.
Minus the recent error with the unapproved CWE login…please feel free to provide any improvements to this process.

Mike,
You are correct with regard to the email list management/tools afforded to working group chairs. However, to the best of my knowledge, there is no equivalent for CWE logins. Part of this, as best I recall, came up during the ethics incident discussion where it was noted that CWE logins really go through no approval process -- i.e., there is no alert afforded to an AD or WG chair – it apparently was a bit of a surprise that the individual who produced the questionable paper had CWE access.

I want to point out that all of the WG chairs already have the ability to see their mail list membership, and manage it themselves, adding and deleting whoever they want.

I encourage the WG chairs to try to do that list moderating on their own, and only ask the Secretariat IT tech support staff for assistance if they have problems doing it. The Secretariat staff assumes that they are already doing that, and generally does not monitor or moderate the WG mail lists.

Please see the attached file. It shows the last name, first name of each user in the CWE with their last login date. Please review, and if you wish…I can provide further details on a user by user request.
Notes - Here comes the confusing part:
1. In early 2011 (around March) we migrated all of the CWE logins to our new server and domain. This means that the "never login" flag in the report represents users who have not logged in since March 2011.
2. There are about 700 users in this report. 200 of the users have logged in since March 2011 and 500 have not, but please be aware that 200 (out of the 700) of these logins have never been issued to the user. Back in 2004 we attempted to create logins for just about anyone we could find in any CCSDS Database. We did this to expedite login creation time, but in all honestly it only helped on a few occasions. It was a poor management decision made by people who left us soon after. The good news is that we know which of these 200 logins have not been issued, and I have provided that in the second tab of the attachment.
3. I recommend/request that you please don't share the attached information outside of the CESG or Secretariat.
