[CESG] RE: SEA-R-2011-03-001 - Information Services Architecture Working Group

Peter: the CESG is specifically responsible for "identifying "red flag" items where technical work is not progressing satisfactorily, resources are inadequate or significant issues exist, and raising these to the attention of the CMC for corrective action".  The IA-WG and the IPR-WG clearly fall into this category and their closure needs to be recommended to the CMC. The way to do that is via a CESG poll and there is nothing in the CCSDS procedures that says that the CESG Chairs cannot initiate such a poll to gauge the opinion of the CESG-at-large before so advising the CMC.

Although there is actually nothing in CCSDS A00.0-Y-9 section 4.2.4.3 that requires Area Director approval to recommend closure of a WG, I see that Nestor has now requested his own CESG poll to close the IPR-WG:

and RECOGNIZING that CCSDS A00.0-Y-9 section 4.2.4.3 requires the an Area Director may recommend the chartering or  closing of working groups, therefore

RECOMMENDS that the CCSDS Engineering Steering Group

 *   thank the IPR WG members for their services during the last 8 years
 *   initiates the required CESG poll for approving the closure of the IPR WG

Nestor's poll is fully acceptable, with the strike-out text as noted.

We now look to you to formulate a similar poll for the IAWG. The one that you proposed last evening is unacceptable, since there is no "Green Book" in the charter or program of work of this group and nothing in the way of a Green Book has been submitted to the Chief Editor. The IA-WG was chartered to produce a Magenta Book in September 2009 and here we are in March 2011 with just a draft White Book to show for the effort. The group should therefore place its work to date into the CWE for future reference and close without the expenditure of future Agency resources. Here is the proposed text of an acceptable resolution:

CONSIDERING that the INFORMATION SERVICES ARCHITECTURE (SEA-ISA) BIRDS OF A FEATHER has produced a charter for their proposed working group; and

RECOGNIZING that CCSDS A00.0-Y-9 section 4.2.4.3 requires the Area Director to recommend chartering of working groups for approval by the CESG, therefore

RESOLVES that the draft Information Services Architecture WG Charter be reviewed by the CESG, and

RECOMMENDS that the CESG approve this Charter so that this Working group may be formalized, and finally

REQUESTS that a CESG poll be conducted to accomplish this.

However, it is the recommendation of the CESG Chairs that this resolution should be disapproved by the CESG during polling.
