[CESG] Re: CESG - MOIMS Resolution Nr 2 after last Spring 2011 CCSDS meeting

This is very confusing.  The attached document has the number CCSDS 
521.1-R-3, indicating it is supposed to be issue 3 of 521.1-R, which 
went to Red-1 review in September 2007 and never went to Red-2 
review.  Also, 521.1-R was titled Spacecraft Monitor and 
Control--Common Services.  The attached document is titled MISSION 
OPERATIONS COMMON OBJECT MODEL.

If the document proposed for agency review is a new version of CCSDS 
521.1-R, Spacecraft Monitor and Control--Common Services with a new name,

- it should be issue 2 rather than issue 3, and
- no polling is necessary for a Red 2 to be released.

If it is a different (new) document, it needs a different number.

In any case, all documents being submitted for agency review need to 
be checked editorially first, and only Word files should be submitted 
(i.e., not PDF).
