[CESG] PICS text in A02.1-Y-2.1d / PICS vs. documentation of the qualifying implementation

Dear All,
        Just a small (minor) remark about  PICS vs. documentation of the 
qualifying implementation.

Section 5.2.6 REQUIREMENTS FOR FINALIZING A NORMATIVE TRACK DOCUMENT 
states: 
The documentation of qualifying protocol implementations may be done by 
creating a filled out PICS to document which of the mandatory and optional 
features have been implemented and if there are any deviations or gaps; 

Section B2.2 RECOMMENDED STANDARD BRANCH states: 
The documentation of the qualifying implementation must include clear 
statements, preferably in the form of a filled out PICS proforma (when 
present), describing the implementation?s ability to support each of the 
individual options and features. 

and then still in the same section B2.2 the following is stated:
The Yellow Book documenting qualifying implementations and validation 
testing must include specific statements, preferably in the form of a 
filled out PICS proforma (when present), about the implementations? 
ability to support each of the individual options and features. 

As you see, while the first sentence expresses a "may" the second and the 
third reinforce the statement with a "preferably".
It is not a big misalignment, but consistency would be better.
