The locus of the conditions centers around whether or not this document should be Blue or Magenta. A similar issue came up with MTS and we can expect to see it again with other documents that adopt other specifications by reference, such as DVB-S. It's clear that we need to do some CESG work to sharpen our shared understanding of the division between Blue and Magenta: however, that discussion should not hold up the Agency review.



It is quite clear that the intent of the LTP specification is to be a normative Blue Book. It contains a service specification and it adopts RFC 5326 as its base protocol specification. It is not "profiling" how to use RFC 5326 in space; it is adopting the technical specification contained in RFC 5326 as a CCSDS Recommended Standard. As such, it is clearly Blue. If there is language that needs to be sharpened to make that point clear, it can be corrected via the RID process. The rest of the comments similarly lend themselves to resolution via RIDS.



Accordingly, the document should progress to CMC poll.
