Dear all,

I would suggest the following, if not done yet

e-mail your WG list(s) (some WGs have 2 lists, the formal and the info 
ones) explaining that a maintenance is being carried out and to reply 
indicating if they wish to remain on the WG list(s)
no reply implies no interest, and you might remove her / him from the list
who replies asking to remain on the "formal" list, raises a further check
if she / he has a CWE login account, it means that they have been 
sponsored by a member / observer agency. An additional check will then be 
performed by the Secretariat
if she / he does not have a CWE login account , the WG chair has to decide 
either to ask the member to get one or transfer her / him to a "WG info" 
list.
who replies asking to remain on the "info" list, stays on it.

I know that this is a tedious process, and CCSDS shall be open to 
everybody, but we are phasing some internal issues

Some additional clarifications from the Secretariat

To join a Working Group, the procedures state that ?a person ?joins? a WG 
by subscribing to the mailing list.?. This list is created by the 
Secretariat, but maintained by the Working Group per the procedures ?A 
minimum requirement for the day-to-day activities of a WG is therefore 
that it must maintain an official moderated and archived CCSDS mailing 
list. Every WG will be provided with its own list capability by the 
Secretariat"
It is possible that individuals have joined a WG (by the definition above) 
without actually joining the CWE. They are on separate servers and 
administered by the WGs. The intent of the procedures is that individuals 
joining a WG will also have a CWE account and an associated sponsoring 
agency though. This is evidenced by the fact that the procedures state 
that ?All members of the WG will have access to the private Web areas, 
using a user ID issued by the Secretariat. ? Thus, it seems reasonable to 
ascertain that ?members? are those individuals whom also have CWE access 
credentials, and as such, have a sponsoring agency approving their 
membership. There is thus a disconnect in the procedures that we are 
currently trying to address.

Dear WG Chairs

CMC, CESG and the Secretariat are discussing an update of the Procedure 
and Organization YB to improve the text when defining the criteria for 
joining the Working Group mailing lists, regarding external requests for 
individuals with no sponsoring Agency.

Every WG will have its official WG mailing list for normal operation, but 
you may also, at your discretion, request creation of a "WG Info" mailing 
list for outreach. This mailing list will be broadly open to the public.

When discussing at CESG level, we also address the need for the WG Chairs 
to carry out a sanity check in their current mailing lists. There are some 
WGs with more than hundred members. Members with no sponsoring Agency have 
to be brought to the attention of the ADs.

You will find attached exports (produced by the Secretariat) for all 
members within the current open WGs and BoFs. 

We kindly ask that the chairs perform changes to the mailing lists via the 
web interface.
