[Cesg-all] Some details of the IOAG discussions on SC#3

Dear all,

CCSDS feedback was very much appreciated. The MOSSG chairs will respond 
officially through the liaison to all CCSDS comments in the next weeks 
(during the NOV, / DEC 2016 time frame). They are also waiting for IOAG 
Agencies comments in the next 2-3 weeks.

The first reaction from both MOSSG Chairs to our comments was that SC#3 
scope and the way they adopted to produce the docs was not understood by 
us. Therefore the main issue was SC#3 scope / format . 
Should it be like SC#1 and 2? or 
different ? 
This has to be agreed within the IOAG.
The SC#1 and #2 have a 1 to 1 coincidence between Services and CCSDS 
Projects, which facilitates the ICPA set up 

They will also have a discussion within the SM&C WG at Rome.

MOSSG made also a comparison with the OMG SDTF approach to standards 
(architecture agnostic), saying that it could be taken as reference. I 
have strongly discussed and disagreed with both Chairs.

Update of the documents are planned for Spring 2017, but it has been 
considered as a too optimistic schedule.
