[Cesg-all] [CMC] combined Priority List of draft Projects

Hi Nestor,

I just looked at that Draft Project set that Martin sent out and found some major issues. I did not do a triage on the whole thing, just a few key parts. I find the following:

1) Delta-DOR WG was completely missing. I added it in the attached, but greyed out all the votes since there were none.

2) I do not know if other WG or projects are missing, but I recommend that each AD take a look at their own.

3) Three of the agencies did not place any Priorities at all. Some did not indicate any Priority 1. I would think an agency might state a high priority even if they were not able to contribute.

4) Some active projects have no priority 1 votes, but they are active and are getting resources from agencies. I think that is OK, but I think that violates your newly made up rule ("a BB shall have 2 Agencies marking it as Priority 1").

5) I think any such proposed new rule needs to be discussed and agreed to by the CESG and concurred to by the CMC. I do not believe that has happened.

Thanks, Peter

Subject: [Cesg-all] [CMC] combined Priority List of draft Projects

Dear all,

As you are aware the new template of the WG Report to your Area includes a table showing the Draft Projects to be submitted for CMC approval (i.e. committing resources) in the next 6 months (i.e. between Technical meetings)

The table sent by Martin Pilgram also shows some already approved Projects (highlighted in yellow in the first column)

How to read the Tables :

  1. a BB shall have 2 Agencies marking it as Priority 1 (i.e. resources for editor and protos will be deployed). It exists, of course, other possibility where only 1 Agency deploys all resources granting the development of 2 independent prototypes at 2 different sites (as is the case of some already approved Projects)

  1. a MB / GB ./ YB needs only 1 Agency marking it as Priority 1.

After having analised the results and the start dates of the Draft projects, the following Projects (to be started in 2017) have potentially resources granted by the Agencies
MB SLS C&S ACM
SLS OPT Methods for using RT weather
SLS OPT Comms profiles
GB SLS OPT Comms physical layer and C&S sublayers

What to do:

@ SLS Area and C&S / OPT WGs: If you are not planning to start during the next 6 months the 3 MBs and 1 GB please update the planned start date in the Draft Project.
Otherwise include them in the table of NWIs for the next 6 months, also confirming with the WG Agency representatives (indicating a high priority 1) that resources will be granted
Note: A BB can also be included if one Agency deploy all resources
Note: A project, not existing as Draft project yet, can also be included. Please indicate the potential Agencies committing resources.
All NWIs have to be agreed at WG and Area level.

@ SEA, MOIMS, CSS, SOIS, SIS: Confirm that you will not have any new NWIs in the next 6 months.
Otherwise include them in the NWI table.also confirming with the WG Agency representatives (indicating a high priority 1) that resources will be granted
Note: A BB can also be included if one Agency deploy all resources
Note: A project, not existing as Draft project yet, can also be included. Please indicate the potential Agencies committing resources.
All NWIs have to be agreed at WG and Area level.

ciao
nestor
