With regards to the following comment:

- Conjunction Data Message : CNES among other agencies have supported the prototyping of the CDM, which is not reflected, but is confirmed for remaining activities. To be formalized, if needed.

The Framework resources data collection supports entries for 2 prototypes.  In the case of the conjunction data messages, we had 5 organizations that developed prototypes that produce CDMs (JSpOC, Space Data Association (SDA), CNES, ESA/ESAC, and JPL).  I picked 2 of them, the two major providers of conjunction assessments in today's market, JSpOC and SDA, neither of which is an agency.  This is why the Framework reflects "Other" for both prototype entries.  There was no intent to slight CNES or any other CCSDS Member Agency.

DLR comments
I have discussed with every WG on the affected Projects

CNES comments on MOIMS area:
- Data Entity Dictionary Specificaton Language (DEDSL) - XML Schema : CNES is said to have editor+prototype responsibility on this project while we are not aware of a new activity there and it was decided at the last CMC not to conduct a maintenance of this and other DAI documents ; To be clarified.
- Conjunction Data Message : CNES among other agencies have supported the prototyping of the CDM, which is not reflected, but is confirmed for remaining activities. To be formalized, if needed.

CNSA comments in general
CNSA encourages our engineers to make more contributions to the corresponding WG. Recently several engineers of CNSA already contacted to the WG Chair and conformed their participation level. The present  " Projects - Resource View " table does not reflect the CNSA participation status yet. But this does not affect the decision for the WG continuing due to CNSA participation levels are limited to "contribute" and "monitor" now. However CNSA would hope the Projects - Resource View could be updated in the future to reflect CNSA participation status.

ESA comments for several areas
Due to a very recent reduction of the ESA 2013 standardisation budget, an adjustment of the allocations to the different areas, including CCSDS projects is underway. Therefore ESA cannot confirm at this moment the resources refected in the CCSDS Management Framework in their entirety. ESA can thus only provisionally confirm the resources and approve the programme of work contained in CWE.
In particular the ESA resources for the following projects need to be re-confirmed:
CCSDS Symmetric Key Management Recommendations ESA(L)
Producer-Archive Interface Specification (PAIS) ESA(P2)
Improved Coding Schemes for the Proximity Link ESA(L)
Space Data Link Security Concept of Operation, Issue 1 ESA(L)
Space Data Link Security Concept of Operation, Issue 2 ESA(L)
SOIS-WIR Low data-rate wireless communications for spacecraft monitoring and control  ESA(L)
XML Specification for Electronic Data Sheets for Onboard Devices, ESA (LP)
Common Dictionary of Terms  ESA (P)
Also the currently greyed items (not approved) cannot be confirmed.
For all other items, the effort alocation indicated in the CWE is confirmed by ESA.

NASA comments on CSS and SOIS Areas
NASA confirms that our current plan is to provide the resources that are documented as "NASA-provided" in the current resource plan, with two exceptions.  NASA will "adopt" this resolution after those changes are made in the Framework.
(1) For the “Framework for Extensible Space Communication Cross Support Service Management” in CSSM, remove NASA from the prototype, and replace it with TBD.  NASA does not have resources assigned to this, and the WG chair said that these prototypes were actually TBD.
(2) For the “SOIS-WIR High data-rate wireless communications for spacecraft monitoring and control” in the Wireless WG, our understanding is that the document is planned to be cancelled.  Coordinate with the WG chair and either cancel that document, or at least remove NASA from the resources list for support to that project.
With those changes, NASA agrees to provide the resources that NASA is signed up for.  Also, NASA agrees that the current resource plan for all projects looks acceptable.  We understand that some documents have TBD for some resources still, but those will be discused and decided on at the next meeting.
