[Cesg-all] Resources for CCSDS Projects

Since there is much interest in resources at the CCSDS Management level, I
think there is something that is being overlooked.  Specifically, at this
time there are no Framework entries for the Reconfirmation Reviews.  These
may or may not require considerable resources if the result of the
reconfirmation review is "revise".

The mechanism for handling this in the CCSDS CWE Framework should perhaps
be discussed.
