[Cesg-all] Working Group Chairs - Heads Up: new resource summary requirement coming

Working Group Chairs: please be advised that the CMC is revising the CCSDS Project approval process, to require resource estimation and commitment before a new project is approved.  The Framework is being updated to prototype such a process.  The resources will not be expressed in monetary terms, but in terms of engineering contribution to the work.  If approved, then in the Framework you will be asked to document the resource commitments for each Project by providing the following information by participating Agency:

*          Book editors: which Agencies have committed the resources to edit the books to completion?
*          Prototypers: which Agencies have committed the resources to do the interoperability prototypes?
*          Technical Contributors: which Agencies have committed to support the necessary engineering and provide specification text for documents?
*          Technical Monitors: which Agencies have committed to watch and comment only, with no direct contribution to producing the document?

Note that existing approved projects will probably be required to document which agencies are already providing those functions.  These data will eventually replace the currently ambiguous "Participation" field in the Framework.

In your upcoming working group meetings in Darmstadt, please confirm with your attendees which level of participation each agency is providing for the projects that you are executing in your working group.  (This should probably be a standard agenda item for every face-to-face WG meeting.)

This approach is not currently operational or approved by the CMC, but you may notice  some artifacts of it in the Framework system.  We expect it will become operational after the CMC meeting in Darmstadt.  Also, in the current Framework, note that the Secretariat has fixed many errors in document numbers and some errors in document titles.  When you are updating your schedules, you should check the document numbers and titles, and contact the Secretariat if there are issues.
