[Cesg-all] Review of DRAFT CCSDS Glossary / some initial emotional
comments

Hi,
Many of the references are to the CCSDS Glossary.
However, the CCSDS Glossary in the past was a compilation of the glossary
references from other CCSDS Standards
with a reference back to the Standard where they originated.
We should probably change the reference to the CCSDS Glossary to a reference to
the actual standard where it originated as given by the the reference in the
CCSDS Glossary.
If there are different definitions given in different CCSDS Standards, all the
definitions should be maintained in the CCSDS Glossary. Any that have become
inaccurate should be kept but marked as deprecated.
