If our ESA staff can do this in their spare time is OK.

We will not ask to any ESA contractor (your SMEs I believe) because we 
need to pay their effort

and ESA wants to spend the resources in higher priority tasks.

At the end of the day, glossaries are typical tasks of System Engineering. 
Therefore is a primarily SEA task. We can help but the burden of the tasks 
shall be done by your Area,
