[Cesg-all] V2 GSCIDs usage

Hi Gian Paolo,

We do not freeze or block the corresponding V1 or V2 SCID/GSCID when one 
or the other is registered.  Another company is able to register the 
other one if it is available and most cases that happens.

There are currently many V1 and V2 GSCID assignments available.  
However, we have almost no chance of assigning a matching V1 SCID and V2 
SCID.

Sometimes, we do receive requests that the V1 SCID = V2 SCID (V1 GSCID 
+100 =  V2 GSCID). There are only a couple of cases where this is still 
possible.  But there is no real reason to need this matching.  I think 
everyone has adapted by now.

Sometimes, we do receive requests that the V1 GSCID = V2 GSCID (V1 GSCID 
- 100 =  V2 SCID).  There are a supply of these matches if people 
request that.  But again there is no real reason to need this matching.
