CMC E-Poll Identifier: CMC-P-2007-02-001: Authorization to 
approve updates to MOIMS DAI, IPR, NAV and SM&C Charters

Results of CMC poll beginning 15 February 2007 and ending 
2 March 2007:

                 ADOPT: 5 (83.33%) (BNSC, CSA, INPE, JAXA, 
NASA)
   ADOPT PROVISIONALLY: 1 (16.67%) (CNES)
                REJECT: 0 (0%)
  REJECT WITH COMMENTS: 0 (0%)

      CNES: CNES fully agrees with the charters of DAI, 
IPR and SM&C and will continue activities in these groups.

Nevertheless in the DAI, CNES will provide a replacement 
for Claude Huc who retires mid-2007 in terms of his 
participation to the works but not as a co-chair of the 
WG.

On the NAV WG, CNES requests the following clarifications 
and confirmation:
- the goal related to DDOR should be reformulated and 
should clearly identify the objectives in terms of 
production : the goal cannot be to support a SIG which is 
a temporary structure.
- confirm the DDOR production refering to ODM is part of 
the on-going activities conducted with SC-14 for the 
enhancement of this BB ; if not, the schedule should 
reflect an additional milestone or deliverable.
- confirm the DDOR production refering to TDM was already 
part of the RB-2 and is currently under review ; if not, 
the schedule should reflect an additional milestone (note: 
in this case, refer to IOAG statement that urges for the 
production of a TDM BB and places DDOR in second priority)
- confirm that neither the activities conducted with the 
DDOR SIG, nor those with the CSTS, cover the definition of 
the DDOR correlator output ; if not confirmed, please 
clarify which production is expected in which group and if 
the NAV, update the goals, schedule and deliverables.
- last goal is not acceptable as too imprecise.
- clarify if the TDM and ADM implementation tests in 2007 
are assumed to cover XML interface or if XML will only be 
tested in 2008.


      JAXA: It is better to correct the manner of writing 
for each charters.
Because there are some differences in same subjects among 
each charters.
For example,only DAI charter shows resource requirement.
MOIMS charter says dates of telecon in the schedule.


      NASA: For the SM&C and NAV charters, NASA fully 
supports.

For the DAI and IPR charters, NASA agrees to support in 
accordance with the schedule on the charters through 
October 2007. NASA has reservations about these efforts, 
and at the October 2007 meeting, NASA will review the 
products and status of the working groups and decide 
whether the NASA funded support will continue in these 
areas. Therefore, the schedule dates that follow October 
2007 have some risk.


Results are based on responses from 6 out of 10 members 
(60%).
