The following draft CCSDS Recommendation has been placed on line for CCSDS 
Agency review:

      CCSDS 133.1-R-3.  Encapsulation Service.
                        Red Book.  May 2005.

DOCUMENT DESCRIPTION:  The draft CCSDS Recommended Standard  for 
Encapsulation Service specifies a communications service to be used by 
space missions to transfer protocol data units that are not directly 
transferred by the Space Data Link Protocols over a ground-to-space or 
space-to-space communications link.  The current draft issue 3

-	reverts maximum octets in Packet Length field from seven to four 
(draft-issue-1 value);
-	reverts values indicated by the Length of Length field to draft-issue-1 
values;
-	adds two additional fields to the Encapsulation Packet header, increasing 
the maximum size of the header to 8 octets from the draft-issue-1 size of 5 
octets.

Substantive changes, confined to pages 4-1 through 4-5, are flagged with 
change bars in the right margin.  Changes proposed in draft issue 2 but not 
adopted have been discarded without markup.

The due date for receipt of review comments by the Review Coordinator is 
2005-7-15.  Area Directors and WG/BOF Chairs may submit review comments 
directly to the CCSDS Review Coordinator.  More information is available at
