[Ccsds-omg-liaison] OMG Policy for Versioning of Specification URIs, File URIs, and XML Namespaces in OMG Specifications

Dear OMG members, submitters, FTF or RTF chairs

OMG documents smsc/2018-08-01 
(https://www.omg.org/cgi-bin/doc?smsc/2018-08-01) defines the OMG 
Policy for versioning of specification URIs, file URIs, and XML 
namespaces associated with OMG formal specifications.
This OMG Policy document updates version 2 (smsc/15-03-06) primarily 
to reflect the use of https rather than http.

Please make sure to adhere to the above mentioned policy if you are 
submitting a revised submission, a RFC submission, or a RTF/FTF 
report for AB and subsequent TC consideration
