[Ccsds-omg-liaison] CTS2 XML to JSON mapping

Rob, Brad, Luis, Space DTF Members,

During the discussion of the proposed GEMS-JSON RFC on Wednesday, I
suggested that you look at OMG's CTS2 XML to JSON mapping. This is
documented on pages 17 to 25 of this document:

While this transformation is part of the CTS2 specification, it's not
actually specific to CTS2, and should be usable in other contexts:

  http://www.omg.org/spec/CTS2/1.2/
