[Ccsds-omg-liaison] GEMS Specification

All,

I am pleased to announce that the GEMS 1.0 FTF report was accepted by the OMG Architecture Board. With this hurdle behind us, the GEMS specification is ready for prime time. There are a couple of small steps in the process that remain. Once those clear, the GEMS specification will be published and available for public use. I will send out a formal announcement at that time.
