Following your approval and the approval of Ignacio, I will forward the document and the resolution to Tom to initiate CMC publication poll.

Regarding the formalization of SA data base parameters, the important point, as you say, is that both ends have an identical understanding of the parameters. In that respect, SDLS extended procedures (355.1-B-1) defines further the SA parameters, although not in a formal way. Syntax and semantics of those SA parameters could be formally specified in a later issue of this standard if CCSDS comes up with a commonly agreed way of doing that.

Dear Gilles and Ignacio,

I have reviewed the document and the resolution and I support the resolution to publish.

That said, I will note that this document exhibits a situation in regard the “SA data base”, which shows up in sec 2.3.1.2 and that is related to the Managed Parameters table in sec 6.2.1, that also occurs in other CCSDS documents where we define “managed parameters” and MIBs.  This issue, as Jonathan Wilmot has pointed out before, is that we have a practice of defining these MIBs, and this SA DB, using only abstract data and we tend to also treat them as not really a full fledged part of the standard for interoperability.  While it is true that neither the SA DB, nor the typical MIB, is directly involved in peer-to-peer data exchanges, having an identical understanding of the parameters, their meanings, and values in the entities on both ends of the exchange is essential.

I am not trying to place a requirement, at this point, on this standard.  But I am suggesting that we consider adopting a practice of formalizing the syntax and semantics of these kinds of parameter tables, if only to provide more concrete guidance to the implementors as to what these the data types, fields sizes, and acceptable values are for these key parameters that do, in fact, manage and control interoperability.

As I noted, this is a subject that Jonathan has already brought up before.  I’d like to suggest that we follow up on this topic in an upcoming CESG meeting.
