[SIS-CFDPV1] CCSDS 727.0-B-5 Pink Sheets Draft

The draft contains all updates we have discussed at the last meetings (see https://cwe.ccsds.org/sis/docs/SIS-CFDPV1/Meeting%20Materials/2023/Spring%202023/B5_ProposedUpdates_V5.xlsx?d=w527521cb2f594bbb8a1e9fc63b407b93 ) and the updates discussed / announced via the mailing list. The most complex update is regarding the behaviour of suspend transaction vs behaviour of Link State changes. After discussing with Scott, I have clarified that for suspended transactions, Finished / EOF are still acknowledged while for 'frozen' transactions, no PDU are sent at all. Please review the changes thoroughly and please let me know if you have any other comments.

The draft does not contain the updates of the PICS to allow for easier CFDP implementation or any updates to the other Annexes. These I would like to discuss first at the CCSDS Meeting.
