of suspend transaction vs behaviour of Link State changes. After discussing with Scott, I have clarified that for suspended transactions, Finished / EOF are still acknowledged while for ‘frozen’ transactions, no PDU are sent at all. Please review the changes
thoroughly and please let me know if you have any other comments.<o:p></o:p></p>

<p class="MsoNormal">The draft does not contain the updates of the PICS to allow for easier CFDP implementation or any updates to the other Annexes. These I would like to discuss first at the CCSDS Meeting.
