[MOIMS] WG Suggestions on Editing Simplifications

I would expand out our contribution to:

SM&C:

Use standard Word features such as:

  *      MS Word styles for section headers
  *      Cross referencing using Word links instead of bookmarks
  *      ToC using styles and inbuilt Word features rather than bookmarks
  *      Table and Figure captions using standard Word features

Simplifies the editing and updating of documents as CCSDS styles and 
tables are automatically updated
Minimise everyone’s work: WG -> CTE -> AR -> WG
