[Moims-sc] Draft MPDS Blue Book and XML Specification for WG review

Thanks Dominik, and everyone else who worked on this.

Personally speaking I think the examples that have been added help a lot to explain the thinking behind the theory for potential users like myself.  The fact we've stripped it back to essentially three use cases I also think, for a first version, will hopefully encourage people to consider adopting it for inter-operability since they should be able to envisage implementing it practically without lots of effort.

I don't have any more significant comments.  I read it through (focussing on the ~ first half) and only found a couple of very minor editorials.

  *   Renamed MPDS to MPD - we do not say "Services" in other area names, but please correct me if this is wrong.
  *   Fixed XML syntax:
     *   "M&C" to "M&C"
     *   Removed Windows CR characters

For your convenience, I have created MO Viewer mpds branch, which includes also the past 2 proposed specs in case you are more familiar with these.

FYI areas "MDP" and "distribution" are the old specs, while "MPD" is the new one.
