[CESG] Prototype Action Item Tracker for CESG

Dear CESG,

It was brought to my attention that the CESG may desire "Action Item capabilities" within the CWE.  Since I don't know the exact requirements, I have put something together rather quickly to get feedback/further requirements from the CESG.

This is a very barebones implementation:
