[TechEditor] CESG poll for CCSDS 211.0-P-7 with resolved comments

Dear Brian,
This is one of the books that failed a poll back in the fall and that we tried to re-poll last week for. The edits have been extensive and not all of them have been documented since some of them were settled over phone calls. But I am guessing that since we are starting a brand new CESG poll instead of moving on, to CMC, we don’t have to document any changes yet, since it’s a clean slate.

Document Description:

The CCSDS Recommended Standard for Proximity-1 Space Link Protocol—Link Layer specifies the protocol, services, and procedures pertaining to the CCSDS Version-3 Transfer Frame. The current update removes parts of this book to create the Generic Session Control book (235.1) and reorganizes the remaining content accordingly.
