I am very sorry to hear about the problems you are having at NASA during this period. I sincerely hope the situation resolves soon.
Regarding the 211.1 (RFM Proxi-1 Blue Book), the file I sent you is the complete new version. It includes all content from the old book as well as the new updates.
Previously, version 211.1 was only applicable to the UHF bandwidth, so it was not necessary to split the content. However, this new update introduces the S-Band, which required us to separate the content applicable to UHF from the content applicable to S-Band.
To make the distinction between UHF and S-Band as clear as possible, the Working Group (WG) decided to completely restructure the Blue Book.
Here is an overview of the new structure:
* Sections 1-3: Contain the introduction and concepts common to both UHF and S-Band (primarily content from the old book).
* Section 4: Contains the content specific to UHF (primarily content from the old book).
* Section 5: Contains the new content covering the S-Band update.
As mentioned, while the first four sections are mostly composed of existing content, they required significant editorial adaptation to be coherent with the new book structure.
Because of this comprehensive structural change, I find it difficult to extract only the new or modified sections for review; the entire book was affected.
My Recommendation: I recommend sending the entire book (the file I sent, finalized with your modifications) for the polling/review. Since the structure of the book itself has been so deeply affected, I believe it needs to be reviewed in its entirety.
From what I understand of the CCSDS rules, this should still be permissible. Even though the entire book is being submitted, it should still classify as a "pink sheet" (a modification to an existing book) rather than a "Red Book" (a new publication). Unfortunately, I am not an expert on this specific aspect.
To that end, I am copying Clemens, the SLS Area Director, on this email to get his official opinion on the CCSDS regulatory side.

We’ve been dealing with a lot of craziness here at NASA. Without boring you with too many details, we are facing an interruption in our ability to work in the near future (as soon as next week). We are trying to see if we can push out the 3 shorter Proximity-1 books for review before we are interrupted, so that perhaps at least the polling can be happening while we figure out what’s next. So, we were looking through our archives to determine what’s next for each book, and while it seems that for 2 other 211 books the path is pink sheets > blue book, for 211.1-B-5 I see this:
1. 211.1-B-5 (Physical Layer-RFM) – Nicola Maturo
* Natalya received it as a Blue Book. Title says “Pink”.
* Approach is to add this whole new section to the Blue Book and get a new version
I am confused by the second bullet. So, this book is not being released as pink sheets or blue book? To which blue book are we adding this section? A section or an Annex?
This will be my first poll/review, and it’s an unfortunate time to be doing it with most of our NASA civil servants furloughed, so if you could help walk me through the correct path for this book in order to move things along even if we are temporarily out of the picture, I would appreciate it. We are trying really hard not to block the progress too much, but circumstances are not making it easy.
