[SOIS-WIR] my resignation as SOIS Area Director

Dear working group chairmen and members of the SOIS area,

I have to announce to you my resignation as SOIS Area Director.
I'm taking up new position in the Microwave Instruments Section in the 
Earth Observation Projects department.
My current support to CCSDS falls outside of the ToR of my new duties.
I very much regret that I therefore have to resign as SOIS AD.

Rick as our DAD will lead the SOIS area until a successor has been 
appointed by CMC.

Thank you very much for your work and contributions to the SOIS area!
I found the work with you in the CCSDS environment very stimulating and I 
feel privileged that I was able to learn to know you.
