[Sois-tcons] Draft docs on private cwe

I put the latest TCONS drafts (4) on the cwe private/drafts directory in 
the appropriate colored subdirectory.  I tried to put in the public area 
too, but I didn't see a tab for "add new", even though it says its 
there.  Anyway, they are there for people's review.

Mike - let me know if you have access.  I wasn't sure if you had it for the 
private or public area.
