The procedure is that the WG chair must ask the Area Director to formulate 
a Resolution to this effect. The AD then petitions the CESG, via this 
Resolution, to review and approve the Draft Red Book. If the CESG 
determines that it is technically mature and consistent with other CESG 
activities, they will ask the CMC to issue the document for formal Agency 
review.
