[Sois-tcons] TCONS may not be dead but it sure smells funny

Steve,

This looks good.  One question I have is on the schedule.  What is Network 
Service Specs draft Red Book in April?

Also in the schedule, I think the "Managed parameter specs included" should 
be 2005, not 2004.

Second paragraph in 1.1.1  -  Missing "Group" in first sentence.
