[Sois-tcoa] Slight changes to TCONS and SOIS architecture figures.

I'd like to propose a slightly different set of figures 2-1 and 3-1 for
the TCONS architecture red book (attached) and maybe also the
associated SOIS architecture book.
The changes are meant to show that TCONS has its own network and
transport services, and that these services are restricted to a single
subnetwork technology, as opposed to inter-network services that span
subnet technologies.
The proposed figure 2-1 for the SOIS architecture splits out
internetworking protocols from the TCONS protocols, since
responsibility for these lie in different areas. The green box for
TCONS explicitly extends above the 'split' among the multiple SAPS that
have access to 'Protocol Multiplexing' (the Intra-Network Service
Access Point in the TCONS architecture, figure 3-1) to emphasize that
for TCONS nets/subnets, TCONS owns the mux/demux function.
I suspect that the TCONSInterNetworkServiceInterface and the TCONS API
in figure 3-1 could be collapsed, but maybe not.
It'd also be nice if figure 2-1 and 3-1 could exhibit more consistency
than I've been able to give them (e.g internetwork is on the left in
2-1 and the right in 3-1).
