[Sois-app] EDS schema update plan

Posted to the mailing list to keep everyone informed as to what is going on in teleconferences/email/github discussions.

To establish a common baseline for the two ESA EDS study projects (PlugAndPlay and Vericocos), I've spent some time fixing some of the  long-standing minor issues, plus a few new ones that came out of going through things line-by-line with the knowledge that this time every option has to be fully implemented...

These changes are currently being made on an experimental branch (https://github.com/nasa/SOIS-CCSDS-XML/tree/PlugAndPlay).  Plan is to merge that to the mainline at the end of the month, once they are reviewed and stabilised. 

A updated draft of the Red Book will be produced at the same time (all the changes will be minor/editorial). To keep things formal, once the existing red book is under review, I'll raise a RID myself to say 'take all changes from the draft on github'. 

Anyone else developing tooling (i.e. Joseph) would probably save a bit of wasted effort by delaying until this is complete. The changes individually are all small, but XML is picky, so net result is existing datasheets may get some validaion errors.
