[Sois-app] Schema updates in preparation for Vericocos/PlugNPlay

In the early phases of the two ESA EDS study projects, I've gone through
and:

 

*         Created a comprehensive set of test data that attempts to
exercise every legal combination of schema features (22 files, 23000
lines of XML)

*         This is planned to form the foundation of the Yellow book on
interoperability testing

*         Raised, discussed with the SOIS-APP WG, and fixed all 26
schema issues uncovered by doing this exercise
