[cssm] Use of startTime and endTime parameters in SMURF Class SrvMgtUtilReqHeader in the contect of BPR

Dear all,
I've checked the usage of the startTime and endTime parameters in the SMURF Class SrvMgtUtilReqHeader and found the following;

In the context of the Online New and Replace Service Package Request the SrvMgtUtilReqHeader startTime and endTime parameters are not required and should not be specified. If specified they should be ignored. Any timing constraints required shall be defined in one or more of the classes derived from the abstract Constraints class

In the context of the Delete Service Package Request, Delete Service Package and Replace Service Package Requests the SrvMgtUtilReqHeader startTime and endTime parameters are not required and should not be specified. If specified they should be ignored.
So essentially, to be consistent with what is specified in the SMURF the startTime and endTime parameters in BPR Capability Set 1 should not actually use these parameters, as was specified in the BPR before we started to change things this morning. If we go ahead with the changes Martin proposed we have a consistency problem. I think we need to discuss this (hopefully briefly) again before the end of the week.
