[cssm] Best Practices draft project definition

CSSM Colleagues,

Following up from today's teleconference, I took a look at the current draft project definition for the BPR book. All of the various milestone dates are already projected in the project definition with publication/project completion slated to occur in January 2026.  We can review the draft project definition at the next teleconference, but for the time being, I think this aligns fairly well with what we discussed at the teleconference today and is probably realistic given the latest upheaval, with the CCSDS Secretariat etc.
